Billy is a small chihuahua mix who was rescued from an abusive puppy mill in North Carolina. When Adam of the Humane Society found Billy, his cage was rusted shut. It’s very likely he had been in there since he was born. Missing half his jaw and in extremely poor health, Billy was a survivor who brought joy to his rescuers!
