A Canadian town councilor was driving home from a function when he saw something laying in a ditch near the road. When he pulled over to investigate he couldn’t believe his eyes. It was a dog, severely injured and chained to a road sign. It was heartbreaking.

Richard Bartley immediately called animal control who picked up the dog before bringing it to a local vet. The dog was covered in feces and most likely was starved by it’s previous before it was chained up to that sign.
